build: Split-out build-source-lib.sh from build-lib.sh.
* build-aux/build-lib.sh: Remove building of source lib.
* build-aux/build-source-lib.sh: New file.
* build-aux/build.sh.in: Invoke it.
* build-aux/bootstrap.sh.in: Likewise.
