build: Debian make check and install fixes.
* configure (main): Oops, typo: mandir uses --infodir.
* build-aux/check.sh.in: Run check-mescc.sh with bash.
* build-aux/config.sh (CFLAGS, CPPFLAGS, HEX2FLAGS, LDFLAGS, M1FLAGS):
unset.
* build-aux/install.sh.in: Use BASHOPTS to check for bash; on Debian
dash is used and has $SHELL=/bin/bash.  Use ${DESTDIR}@...
