test: scaffold/54-argv.c: Support running with TinyCC.
This fixes running as lib/tests/scaffold/54-argv-i686-unknown-linux-gnu-tcc.

* lib/tests/scaffold/54-argv.c (main): Compare only first 26 characters
of argv[0].
