configure: Honor CFLAGS, LDFLAGS.
* configure (cflags-list, ldflags-list): New function.
check-preprocess-header-c, check-compile-string-c,
check-link-string-c): Use them.  Be verbose when %verbose?.
(CFLAGS, LDFLAGS): Initialize to "-static -g".
