Jan Nieuwenhuizen 7e8341d76c core: One SCM type for function.
* mes.c (function_t): New struct.
  (type): One type for function.
  (call): Refactor.
* build-aux/mes-snarf.mes: Use arity annotation.  WAS: args.  Update
  annotations.
