build: Cater for bootstrap build.
* build-aux/build.sh.in: Build bin/mes.  Update scripts and users.
* build-aux/bootstrap.sh.in: Update.
* build-aux/install.sh.in: Install all built bin/mes-* flavours.
* configure: Drop SEED, support --bootstrap.
* configure.sh: Likewise.
