mescc: Mes C Library: Support GNU Tar: Fix getpwnam, getpwuid stubs.

* lib/stub/getpwnam.c (getpwnam): Return pointer to static struct
passwd.
* lib/stub/getpwuid.c (getpwuid): Likewise.
