check: Do not fail if partial test prerequisites fail.

* build-aux/check-tcc.sh: Pass if no test directory found.
* build-aux/check.sh.in (TINYCC_PREFIX): Rename from TCC_PREFIX.  Pass
  if partial tests prerequisites fail.
